The "new" pages will be obvious by the Navigation Bar across the top of the screen as you can see on this page.  The design is intended to have a stationary Navigation Bar.  Therefore you will see scroll windows on each page. They have gold frames around them like the one here. Try the scroll arrows in the window here.

It is necessary for the user to move the content inside the scroll windows to read it.  On the computer there will be a scroll button at the side of scroll windows.  Once you click inside the window you will also be able to use the up and down arrows on your keyboard.
There is no scroll button on the side of the scroll windows when using handheld devices and phones. 
Simply tap inside the scroll window and move your finger up or down to move the contents of the window.  Sometimes when you tap in the window you can also leave your finger on the screen and drag up and down to scroll the contents of the scroll window.
